Created in 1873, Hand County was named for George W. Hand, a Civil War veteran from Ohio who came to Yankton in 1865 to serve as united States Attorney for Dakota Territory until 1869. Miller was named for and by Henry Miller of Iowa who came to the site in 1881. He and his son brought 22 men to the site where Miller was also instrumental in opening the first post office, beginning the first newspaper between Huron and Pierre, and establishing a school.
Among illustrious citizens of the county is Harlan J. Bushfield, governor from 1939 to 1943 and United States Senator from 1943 until his deat in 1948.
